The Philadelphia Workforce Investment Board has oversight and governance responsibilities for the public workforce system, and we rely on the superior work of others to carry out our vision. Our two principle implementation partners are the Philadelphia Youth Network and the Philadelphia Workforce Development Corporation.

Philadelphia Youth Network


The vision of the Philadelphia Youth Network (PYN) is that Philadelphia’s young people will take their rightful places as full and contributing members of a world-class workforce for the region. As a catalyst for collective action, PYN makes connections among individuals, organizations, and systems and has leveraged millions of dollars to support and align youth workforce development activities. PYN also provides all staffing and administrative support for the Philadelphia Youth Council, a committee of the Workforce Investment Board. The Youth Council, which has been cited as a national model of best practice oversees YouthWorks funding and encourages employer involvement in WorkReady initiatives. Philadelphia Workforce Development Corporation


The Philadelphia Workforce Development Corporation (PWDC) contributes to the growth of a strong regional economy by providing employers with a well-trained workforce. PWDC promotes opportunities for job seekers and employers through its role as an operating partner in the local PA CareerLink centers and as the local administrator for Temporary Assistance to Needy Families programs. In addition to providing some direct services, PWDC has been designated by the Mayor of Philadelphia as the local fiscal agent for employment and training funds and, in this role, manages tens of millions of dollars per year in contracts for training and other workforce development-related activities.
